I think Shaddoll is still finding its optimal build. While it's not oppressive or impossible to beat, it has the tools to lock out your opponent early (Loading... ), generate card advantage (Loading... / Loading... ), and disrupt the opponent (Loading... ). The deck isn't unbeatable, but it's a deck you have to worry about, since dealing with both Winda and the various Flip effects is difficult.
With its astounding representation, Shaddoll moves up to Tier 1. Shaddoll's strength in Loading... 's annoying presence. Loading... and Loading... have been seeing more play to deal with Winda, but the Shaddoll player can potentially Set their own Winda and then flip it up with Loading... 's effect.

Blue-Eyes is still a contender, but in this meta, it doesn't feel like the "deck to beat" anymore. Loading... + Loading... isn't as effective as before (with decks like Shaddoll/Striker being able to clear backrow before committing to plays, or Tech Genus running backrow hate). Loading... has been a part of Blue-Eyes' evolution, in addition to the shifting of Handtraps from Loading... towards Loading... / Loading... . Regardless, the main benefits to playing Blue-Eyes is slowly disappearing, resulting in this demotion of expectation.
I personally didn't expect Blue-Eyes' demotion given its representation (although I haven't looked too much into the Blue-Eyes Shaddoll matchup, but it seems to be coinflip-reliant).
