With the banlist releasing last Thursday, this is mainly a follow-up to the initial reaction to the hits. We're still mostly in the realms of first impressions, as the dataset is limited and changes aren't implemented yet. As such, I would expect a more aligned visions as the changes to the meta are fully realized.

Tier 1

There are currently no Tier 1 Decks

With the two best decks receiving pretty big nerfs, there's not really a strategy that dominates on every other one, a lot of games now are decided by hard drawing the right techs against the right matchup, which makes it pretty hard to claim a deck to be Tier 1. On top of that, Fleur decks will mostly be underrepresented until the Skill changes are implemented in-game.

The most recent banlist has effectively lowered the power level of the top decks. As of now, there is no clear dominant deck. However, I believe this could change once the Skill updates go into effect and Fleur becomes legal for tournament play.

Tier 2

TPC Comments

Ghostricks lost their Loading... s, which is definitely a big hit to the deck, but Predaplants lost their Loading... (which used to be very useful in the matchup, preventing Ghostricks from making an Xyz play) and Lyrilusc / Star Seraph didn't really have a great Ghostrick matchup before banlist anyway. The deck has some issues breaking boards (the main card for this purpose is now Loading... ) and some Rogue matchups can be hard to deal with, but the deck does very well into all the other Tier 2 decks

Ghostrick benefits from many decks lacking inherent ways to deal with backrow. It has favorable matchups against Lyrilusc and Predaplant, which struggle to clear multiple backrow. Star Seraph is also a relatively favorable matchup, as Ghostrick's removal Traps can deal with their monsters, and its hand traps can stop aggressive OTK pushes. However, Shaddoll and Sky Striker can counter Ghostrick if they avoid playing into Loading... .

Not much has changed in Lyrilusc post banlist: the deck does the same thing but with two less Loading... (and more weakness to Loading... with their single copy of Loading... ). If you cannot deal with untargetable monsters that attack you directly, you're still gonna struggle against Lyrilusc.
